The Talent Acquisition Manager will lead the recruitment and talent acquisition team's efforts for the State of South Dakota. This position is responsible for the full recruitment cycle, which includes developing and implementing recruitment strategies, coordinating with department human resource business partners in the selection process, and ensuring hiring needs are met with the highest possible talent within the executive branch of State Government. In addition, this position is responsible to work with external vendors to establish accounts necessary to attract the best candidates to the organization.
This position can be located anywhere in South Dakota. In state travel 30-40%, as needed, with some overnights.
The ideal candidate will have experience in all aspects of talent acquisition with knowledge and passion for the marketing, contract management, sourcing, community engagement and relationship building aspects of the role. The position includes using data to forecast the future talent needs to proactively build pipelines and managing sourcing budgets. Applicants should be proficient with applicant tracking systems, building talent pipelines, and able to lead and grow a team of talent acquisition professionals.
The TA Manager will also be assigned various HR projects which support the division and organization. These projects include but are not limited to: leading process improvement workgroups, supporting the HRIS department in process improvements, representing the HR department on various boards and commissions, and various other HR compliance driven initiatives.
Licenses and Certifications:
- PHR or SHRM Certification desirable; and,
- Bachelor's degree in HR, Business Administration, or a related field desirable.
The Ideal Candidate Will Have:
- responsibility to develop and implement recruitment strategies including internal and external sourcing;
- ability to collaborate with hiring managers and other HR staff to develop job profiles;
- expertise in sourcing potential candidates through hiring events and digital marketing campaigns, including social media platforms, in-person job fairs, social networking, and participating in other hiring events as appropriate;
- management oversight for the TA staff and work;
- responsibility to ensure continuous update of the applicant tracking system;
- skills to effectively forecast future talent or staffing needs beyond the need for immediate hires; and,
- ability to review and coordinate department budget for recruitment, hiring, and wage costs.
Must have the ability to travel as needed to meet the requirements and demands of the position.
Knowledge, Skills, and Abilities:
- recruitment and selection experience;
- familiarity with various recruitment and sourcing techniques;
- knowledge of state employment laws and regulations;
- entrepreneurship, Business Development, Public Relations/Speaking;
- strong interpersonal and networking skills to find the candidates that are the best fit for the business; and,
- basic computer skills.
This position is exempt from the Civil Service Act.
This position is eligible for Veterans' Preference per ARSD 55:10:02:08.
