The Division of Family and Community Health, Office of Lifespan Health, is seeking a collaborative public health leader to serve as the Newborn Screening Manager. This position provides leadership and oversight for South Dakota's newborn bloodspot and hearing screening programs, ensuring timely testing, reporting, and follow-up for all screened conditions.

The Newborn Screening Manager is responsible for establishing program priorities, maintaining quality assurance systems, and advancing statewide coordination among hospitals, laboratories, healthcare providers, and public health partners. The role provides day to day program leadership, supervises program and data staff, and works closely with consultants, contractors, and other state agencies and departments.

Responsibilities:
Key responsibilities include facilitating contracts, integrating contracted partners into workflows and system, tracking grant deliverables, developing and maintaining clinical and operational partnerships, contributing to policy and administrative rules development, and managing budget towards long-term program sustainability and growth, ensuring readiness for new disorder implementation. The position also oversees the state's Newborn Screening Surveillance System, SD BLOOM, including data quality, system performance, and reporting functions. This involves extensive coordination with a variety of data and IT partners and vendors.

This position reports to the Children & Youth with Special Health Care Needs Director.

The Ideal Candidate Will Have:
A minimum of a Bachelor's Degree in public health, biological sciences, or health related field. An equivalent combination of experience, education and training which provides the required knowledge, skills and abilities will be considered. Work history that includes experience with program management, budgets, grants, maternal/child health, genetics, or clinical coordination preferred. The candidate must have the knowledge, skills, and abilities to work autonomously and as a contributing and supportive member of a team. The ideal candidate will be organized, plan, and set goals and priorities. Must be able to develop and maintain effective working relationships with healthcare partners, researchers, and community organizations. The ideal candidate will work cooperatively with their team to help achieve the Department of Health's public health strategic goals and demonstrate a commitment to representing the Department of Health's mission, vision, and values.

Knowledge, Skills, & Abilities:

Knowledge of:

  • public health practices, newborn screening systems, audiology, and laboratory processes;
  • experience with case management systems or health information systems.

Skills:

  • strong leadership, communication, and stakeholder management skills;
  • critical thinking, problem-solving, and decision-making skills.

Ability to:

  • analyze data and apply quality improvement principles.
