The South Dakota Department of Health is seeking a detail-oriented and highly professional Regulatory Compliance Surveyor. This position is responsible for conducting onsite inspections, evaluating compliance with statutes and administrative rules, investigating complaints, and providing clear technical guidance to licensed establishments.

The ideal candidate is a strong communicator with experience in regulatory work, inspections, investigations, or public health. This role requires objectivity, integrity, and the ability to interpret and apply complex regulations consistently. The inspector's written reports may be used in administrative or legal proceedings, making accuracy and clarity essential.

This is a full-time role that requires regular travel throughout South Dakota.

Essential Duties:
  • Conduct comprehensive inspections and investigations of establishments, evaluating compliance with security requirements, operational practices, record-keeping, and administrative rules.
  • Review and audit inventory management and electronically tracked systems, identifying discrepancies and documenting findings.
  • Respond to complaints and potential statutory violations by gathering information, interviewing staff, and preparing objective, detailed summaries.
  • Prepare clear, descriptive, legally defensible inspection reports.
  • Provide technical assistance and regulatory guidance to licensees to support understanding and correction of compliance issues.
  • Participate in enforcement processes by documenting evidence and providing testimony or affidavits as needed.
  • Collaborate with internal teams, legal counsel, and external partners to ensure program integrity.
  • Assist in developing and updating internal procedures, training materials, and program operations.
  • Maintain accurate, organized records and manage multiple ongoing cases and projects.
  • Travel extensively within the state; operate a state vehicle safely and professionally.

The Ideal Candidate Will Have:
  • Preference may be given to candidates who possess a bachelor's degree in public health, regulatory compliance, or a related field.
  • Experience working with the public and enforcement of regulations is preferred.
  • Experience conducting inspections.
  • Experience working in or with government entities.
  • Demonstrated ability to manage competing priorities and work independently in the field.
  • Strong interpersonal and communication skills.

Knowledge of:
  • State and federal laws, rules, and regulations as applied to regulated programs.
  • Inspection processes, investigative techniques, and documentation standards.
  • Computer systems and applications (Word, Excel, Outlook, Teams).

Ability to:
  • Interpret, explain, and apply regulations accurately and consistently.
  • Write clear, descriptive, and objective reports that may be used in legal proceedings.
  • Conduct interviews, collect information, and analyze evidence impartially.
  • Exercise independent judgment and make sound decisions based on regulatory criteria.
  • Organize, maintain, and safeguard accurate records and documentation.
  • Manage time effectively and handle multiple complex projects simultaneously.
  • Maintain professionalism, confidentiality, and objectivity in all interactions.
  • Continuously develop regulatory knowledge and share expertise with colleagues.

Physical/Operational Requirements:
  • Ability to stand or walk for extended periods during inspections
  • Ability to climb stairs, lift up to 50 pounds, and work in various facility conditions.
  • Willingness to travel frequently within South Dakota, including overnight stays.
