The Bureau of Information and Telecommunications has full-time permanent positions in the State of South Dakota for Software Engineers with an emphasis in business analysis. Business Analyst level assignment will be determined by the education and experience of the incumbent.

Job Overview:
  • the candidate's responsibility will be to work as part of a team and with state agencies to elicit, analyze, and document their critical business requirements. The goal is to reduce overall costs and provide more efficient use of resources. Solutions often include a platform and software development component and may also consist of business process improvements or software acquisition.

  • collaborate with business owners/stakeholders to understand business needs, and work to gain in-depth understanding of Agency processes and procedures;
  • act as primary analyst and work with Agency staff to translate business needs into clearly-defined, well-documented, high-quality requirements, functional designs, and system supplemental specifications;
  • act as first contact in reviewing requirements and support requests from State agencies. This may include phone calls, in-person meetings, or emails;
  • provide project status or problem resolution status back to all levels of the Agency and BIT management;
  • adhere to standards with regard to project management tools and applications;
  • check quality of work completed by software engineers to ensure requirements have been met;
  • coordinate with Agency staff on UAT in order to ensure that delivered solutions meet customer needs;
  • remain up-to-date on BIT standards for documentation, including SDLC requirements and architectural documents, and monitor the team's adherence to BIT standards;
  • assist in building a knowledgebase for technical support;
  • create system documentation.

The Ideal Candidate Will Have:
  • Bachelor's degree or equivalent experience related to the position's role;
  • preferred degrees: business, computer science, information systems, engineering, math, operations research;
  • experience in Agile/Scrum Methodology;
  • experience facilitating meetings and discussion groups of various sizes, with all levels of the organization;
  • experience in software development life cycle (SDLC) implementations;
  • experience executing the SDLC against large systems implementations;
  • experience performing conceptual and technical designs, including the use of object-oriented analysis and design techniques;
  • leadership and project management are beneficial;
  • experience in Microsoft products (MS Visual Studio, Visio, .NET Framework, SQL, Power BI, Project).

Knowledge, Skills, and Abilities:
  • strong analytical and conceptual skills, with the ability to understand cause and effect, dependencies, and sequence of system events;
  • ability to analyze problems and provide corrective action plans;
  • knowledge of business process analysis;
  • ability to identify opportunities for improving process quality and efficiency and to participate in process improvement initiatives;
  • basic knowledge of industry-standard technical concepts, such as database systems and SDLC;
  • ability to validate computer application features with the clients;
  • ability to communicate features and requirements to the application development team;
  • cognizant of security needs and protecting sensitive data and PII (Personally Identifiable Information);
  • exceptional level of integrity and professionalism;
  • ability to multi-task and manage multiple small to large projects in a cross-functional environment;
  • must be able to work individually or as a team member with minimum supervision;
  • detail oriented;
  • ability to blend creativity, problem solving, and technical skills;
  • ability to establish and maintain a high level of customer trust and confidence;
  • experience with Team Foundation Server (TFS) or Azure DevOps Server;
  • work in a team environment;
  • adapt to changing needs;
  • take initiative.

  • highly professional written and verbal communication skills, with the ability to communicate effectively with individuals who are either technical or non-technical;

Project Management Knowledge and Skills:
  • must have exceptional organizational skills, with the ability to follow through on tasks;
  • ability to track progress on projects that are technically mandated;
  • knowledge of project planning and management, including scope, time and resource management;
  • proven ability to work with changing requirements and priorities;
  • solid skills in creating presentation materials.

Desired Skills, but not required:
  • two or more years of hands-on experience doing analysis, writing business requirements documents, and documenting process and systems
  • ability to scope project size in order to determine best practices for fulfilling project needs
  • demonstrated experience in implementing IT best practices
  • innovative, creative thinker with the ability to envision ways of doing things more effectively
  • experience with Visio and flowchart diagrams
  • experience facilitating meetings and discussion groups of various sizes, with all levels of the organization.
  • leadership and project management training are beneficial.
